Policy Area Education under the EU Strategy for the Baltic Sea Region (EUSBSR) invites organisations, practitioners and policymakers to join the newly launched Baltic Sea Network for Youth Guidance Centres and NEET Services.

The network builds on the long-term cooperation within the flagship School to Work (S2W), coordinated together with the Swedish Association of Local Authorities and Regions (SALAR), and follows the conference and workshop held in Kraków on 11-12 March 2026, where more than 50 participants from seven Baltic Sea Region countries gathered to strengthen cooperation around outreach, guidance and support for young people in vulnerable situations.

Across the Baltic Sea Region, many young people remain outside employment, education or training (NEET). The network aims to strengthen transnational exchange and practical cooperation between Youth Guidance Centres, NEET services and related stakeholders working to support young people’s inclusion, wellbeing and pathways into education and working life.

Focus areas include outreach work, trust-building, cooperation with employers and the development of supportive ecosystems around young people in vulnerable situations.

Thematic working groups will begin after summer 2026, with first meetings planned for September. The next workshop and study visit will take place in Stockholm on 10-12 November 2026 and will focus on outreach work.

Organisations and stakeholders interested in joining the network are welcome to register here
