Policy Area Secure
PA Secure focuses on risk reduction management and builds a common societal security culture in the Baltic Sea Region.
Joint efforts in risk assessment and crisis management can save lives, prevent economic losses and contribute to making the Baltic Sea Region safer and more prosperous for people to live in.
The Policy Area Secure promotes a comprehensive and coherent approach to reduce trans-boundary vulnerabilities and to build common capacities for societal security in the Baltic Sea Region. It focuses on protection from land-based emergencies, accidents and cross-border crime, and e promotes a comprehensive and coherent approach to reduce trans-boundary vulnerabilities.
PA Secure is coordinated by the Council of the Baltic Sea States Secretariat, and the Swedish Civil Contingencies Agency (MSB).
Actions
PA Secure’s activities are related to four areas: better risk assessment and crisis management, building up resilience and prevention towards emergencies and threats at the local level, enhancing effective cooperation in protecting human beings against criminal threats and preventing serious crime through developing efficient framework for law enforcement cooperation.
Build capacities for prevention, preparedness, response and recovery in emergency and crisis management.
The strategic action has a holistic, multi-level and all-hazard approach with a focus on capacity building related to the whole civil protection cycle: prevention, preparedness, response and recovery. The aim is to build resilient societies and to develop and strengthen integrated approaches to climate change adaptation and disaster risk reduction.
Strengthening mechanisms for joint strategic and operational actions protecting human beings and societies from criminal threats.
To protect human beings and societies from criminal threats effectively, the relevant authorities need to adopt a multidisciplinary approach, increase their cooperation across various policy fields as well as the cross-border coordination.
