Annual Forum 2025 – Energy Transformation: pathways to Baltic Sea region‘s energy resilience

At the Annual Forum 2025, the Lithuanian Energy Agency (LEA) hosted a dynamic session “Energy Transformation: pathways to Baltic Sea region‘s energy resilience“. Lithuanian Energy Agency acts as Policy Area Energy Coordinator together with partners from the Latvian Ministry of Climate and Energy and the Estonian Ministry of Climate.

Main takeaways from the session:

  • Lithuanian Energy Agency presented its upcoming study “Energy Security Changes in the Baltic Region 2022–2024”, which analyzes post-2022 developments using the 4A model (Availability, Accessibility, Affordability, Acceptability) and offers recommendations for renewable energy expansion, grid modernization, SMR technologies, and critical infrastructure protection.
  • Litgrid outlined a four-step pathway toward Baltic energy independence — from diversifying oil and gas sectors to synchronizing with the Continental European grid and developing the Harmony Link interconnection.
  • Amber Grid showcased measures to strengthen gas and hydrogen infrastructure resilience, including the Nordic-Baltic Hydrogen Corridor and new physical and cyber protection solutions.
  • SensusQ shared insights on managing hybrid threats in the energy sector, emphasizing how situational awareness and proactive threat management strengthen security and resilience.

Lithuanian Energy Agency Energy Security and Innovation Center representative moderated the discussion on key elements of strengthening the Baltic region’s energy security.

The session emphasized that the Baltic Sea region’s strength lies in uniting physical, digital, and human systems to ensure reliability, resilience, and public trust.
