The eight member states are responsible for updating the EU Strategy for the Baltic Sea Region Action Plan

EUSBSR Action Plan outlines focus areas for transnational cooperation in the Baltic Sea Region

The EU Strategy for the Baltic Sea Region is accompanied and implemented through an Action Plan, which outlines focus areas for transnational cooperation in the Baltic Sea Region. This document is regularly updated to ensure the activities remain relevant and up to date.

In September 2023, the Latvian Presidency launched the next Action Plan update discussion at the National Coordinators Group and in January the timeline of the Action Plan Update was approved by the National Coordinators Group. The update is due to be finalised by the first part of 2026.

The process of updating the focus areas for transnational cooperation in the Baltic Sea Region is led by the Policy Areas Coordinators. They consult Steering Group members and experts in each of the eight member states of the Strategy: Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland and Sweden.

Final proposals are then evaluated and approved by the National Coordinators Group before the Action Plan goes through internal consultation at the European Commission. The process is not expected to lead to changes in the Strategy’s governance structure but to focus on the added value and achievements of the Strategy.
