Organizers

The Pomorskie Voivodeship (Pomorskie Region) is a Polish regional authority located in the north of the country, along the Baltic Sea coast. It carries out its statutory tasks through the Marshal’s Office and oversees areas such as regional development, transportation, economic growth, public health, environmental protection, tourism, culture, and education, while also promoting innovation. The region is currently led by Marshal Mieczysław Struk. The region is highly active internationally, particularly in the Baltic Sea Region, where it leads initiatives focused on sustainable development, innovation, and regional cooperation. It has built strong connections within pan-Baltic networks (BSSSC, Euroregion Baltic, Union of the Baltic Cities) and has participated in numerous projects, including those funded by Interreg. Pomorskie has been actively involved in implementing the EUSBSR, coordinating PA Tourism, and has extensive experience in hosting large-scale events. It successfully hosted the EUSBSR Annual Forum in 2011 and 2019 and will organize the 16th edition this year.

The Council of the Baltic Sea States (CBSS) is an intergovernmental organisation that unites ten democratic, like-minded states and the European Union in political dialogue and practical cooperation on key issues in the Baltic Sea Region. The CBSS facilitates cross-sectoral collaboration to address the shared priorities of its members. With three long-term priorities — ensuring a Safe and Secure Region, promoting a Sustainable and Prosperous Region, and fostering a strong Regional Identity — the CBSS translates political goals into concrete actions that benefit the entire region. The CBSS was established in 1992 by the Foreign Ministries of the Baltic Sea Region countries.
The CBSS has been actively involved in the EUSBSR since its inception in 2009, contributing to the strategy’s implementation and evolution. Currently, the CBSS co-leads the Policy Area Secure (PA Secure) within the EUSBSR, focusing on civil protection in the Baltic Sea Region. Additionally, the CBSS engages in several other Policy Areas. The CBSS also co-coordinated the EUSBSR’s Horizontal Action Neighbours and Horizontal Action Climate until their discontinuation in 2021. CBSS members: Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Sweden, and the European Union.

The Ministry of Foreign Affairs of Poland is a government agency responsible for developing long-term strategies in the field of foreign policy. MFA participates in or monitors political, economic, and social processes, which take place globally and in Poland’s international surroundings. This involvement is driven by an active, priority-focused sectoral policy. As part of its regional engagement, MFA coordinates and supports cooperation within the EUSBSR, aiming to fully use the opportunities it offers. In July 2024 Poland took over the Presidency in the EUSBSR National Coordinators Group, remaining committed to ensuring efficient implementation of the three overall objectives „Save the Sea”, „Connect the Region” and “Increase Prosperity”. The Polish Presidency is also making efforts to increase Ukraine’s involvement in actions implemented under the Strategy, searching for various forms of support for this country.
The Baltic Sea Strategy Point (BSP) is a support unit providing administrative and technical support for EUSBSR management, development and communication. The Strategy point is hosted by Centrum Balticum Foundation in Finland, and the City of Hamburg in Germany.
