Action Plan of the EU Strategy for the Baltic Sea Region is updated in 2024-2026

The EU Strategy for the Baltic Sea Region is accompanied and implemented through an Action Plan, which outlines the work and activities for each Policy Area. This document is regularly updated to ensure the activities remain relevant to the most topical issues and opportunities in the Baltic Sea Region.

In September 2023, the Latvian Presidency launched the next Action Plan update discussion at the National Coordinators Group and in January the timeline of the Action Plan Update was approved by the National Coordinators Group. The update is due to be finalised by the first part of 2026.

The process of updating the Actions in each of the Policy Areas is led by the Policy Areas Coordinators who consult Steering Group members and experts in each of the member states of the Strategy. Final proposals are then evaluated and approved by the National Coordinators before the Action Plan goes through the internal consultation at the European Commission.

The process is not expected to lead to changes in the Strategy’s governance structure but to focus on the added value and achievements.

Milestones

14.09.2023 – Latvian Presidency launched the Action Plan update discussion at the National Coordinators Group meeting in Riga, Latvia.

24.01.2024 – The timeline of the Action Plan Update was approved by the National Coordinators Group.

7-8.02.2024 – National Coordinator & Policy Area Coordinator meeting in Hamburg, where the impact of the Strategy work has been discussed.

30.05.2024 – Closing event of the Latvian EUSBSR Presidency in Riga, where the possible content to the template and the methodology have been discussed.

27.08.2024 – Online session regarding the Policy Area template organised by the Baltic Sea Strategy Point.

27.08.2024 – The Baltic Sea Strategy Point presented to the Policy Area Coordinators and the National Coordinators the Policy Area template and asked for feedback.

27-30.08.2024 – Written consultation round with the Policy Area Coordinators regarding the Policy Area Template content.

2.9.2024 – Policy Area Template submitted to the National Coordinators Group for final consideration.

9.9.2024 – The National Coordinators Group provided final comments on the Policy Area template.

17.09.2024 – Finalised Policy Area Template is distributed to the Policy Areas by the Baltic Sea Strategy Point.

14.10 / 12.11 / 26.11.2024 – EUSBSR Monthly sessions dedicated to filling in the Policy Area Template.

29.10.2024 – Annual Forum in Visby, where pan-Baltic organisations presented their recommendations for the Action Plan update process.

19.11 / 22.11.2024 – Sessions for the Steering Group members on the Action Plan update process.

31.01.2025 – Policy Areas submitted their first draft of planned actions to the National Coordinators Group.

28.05.2025 – The National Coordinators Group decided on the final composition of the Policy Areas in the updated Action Plan. As a conclusion of the discussion, it was agreed that all Policy Areas will continue operating in the next Action Plan.

31.12.2025 – Policy Areas prepare their final actions.
