Policy Area Tourism Steering Group
Policy Area Tourism Steering Group members come from key ministries or authorities in the relevant field. They have sufficient capability, mandate and resources to fulfil their tasks as required by the EUSBSR. A Steering Group may also invite representatives of non-EU neighbouring countries or organisations to join the group as members or observers, upon a decision taken by consensus by the EUSBSR Member States’ representatives in the group.

Steering Groups are cooperation bodies at Policy Area level. Their main task consists of:
- Supporting the respective PAC/PACs in fulfilling their tasks, including:
- guiding the development of the PA in general by policy discussions and by endorsing new objectives, developments and operation formats, including flagships;
- endorsing proposals to update targets, references etc. that do not change the action plan substantially, in close dialogue with the EC
- ensuring linkages to relevant national and regional policy-making.
- Monitoring and evaluating the policy areas include:
- endorsing the work plans and annual substantial reports on achievements for the PA, drafted by the PACs, and submitting these documents to the NCG for information.
Rules of Procedure
These Rules of Procedure apply to all meetings of the Steering Group for Policy Area Tourism of the EU Strategy of the Baltic Sea Region. These Rules of Procedure also apply when the Steering Group makes decisions by way of written procedure.

- This was the second EUSBSR PA Tourism SG meeting in 2025. The meeting covered updates on recent activities, tourism updates from BSR countries, and plans for upcoming events. Ongoing projects were presented, as well as recent PA Tourism activities. The Steering Group made a decision to shorten the timeline for the silence / written procedure for Policy Area Tourism. The conversation ended with discussions about the following days Baltic Sea Tourism Forum in Gdansk and arrangements for the next steering group meeting.

- This was the first EUSBSR PA Tourism SG meeting in 2025. The meeting covered updates on recent activities, tourism statistics from BSR countries, and plans for upcoming events. Participants discussed the Action Plan draft, ongoing projects, and the importance of stakeholder involvement in identifying key topics for each country. The conversation ended with discussions about the upcoming Baltic Sea Tourism Forum in Gdansk and arrangements for the next steering group meeting.

- This was the second EUSBSR PA Tourism SG meeting in 2024. Policy Area Coordinators presented the activities April – December 2024 and workplan 2025 including Baltic Sea Tourism Forum 2025. Policy Area Coordinators also presented the EUSBSR Policy Area Tourism Action Plan update. The Steering Group discussed and gave feedback on the draft prepared so far. Steering Group Members presented the current topics related to tourism from each BSR country.

- This was the first EUSBSR PA Tourism SG meeting in 2024. Policy Area Coordinators presented the activities between Jan-March 2024, the reporting 2023 and the workplan for 2024 including Baltic Sea Tourism Forum 2024 in Oulu, Finland. The meeting also included a presentation by Interreg Baltic Sea Region representatives, including a discussion on Interreg Post-2027. Finally, the SG had a discussion on the future of the EUSBSR PA Tourism and the PA TOU Action Plan Update 2025-2026.

- This was the second EUSBS PA Tourism SG meeting in 2023. Policy Area Coordinators presented the activities 2023 including the feedback from the Baltic Sea Tourism Forum 2023. Policy Area Coordinators also presented the workplan for 2024. Steering Group Members presented the current topics related to tourism from each BSR country.

- This was the second EUSBS PA Tourism SG meeting in 2022. Policy Area Coordinators presented the activities between May and Nov 2022 and the agenda of Baltic Sea Tourism Forum 1.12.2022 and also the upcoming PA Tourism events and initiatives. Steering Group Members presented the tourism strategies, policies and events from each BSR country.

- This was the first EUSBS PA Tourism SG meeting with the new policy Area Coordinators selected in March 2022. The SG Members approved the new Rules of Procedure and the PA Work Plan for 2022 and onwards.
