Each year one Member State takes over the Presidency in the Strategy.
Holding the Presidency means overall strategic guidance, facilitation of decision-making and coordination of the National Coordinators Group with the support from the European Commission and the Baltic Sea Strategy Point.
The rotating Presidency lasts for one year starting from July and ending in June; its order is set in the Rules of Procedure of the National Coordinators Group.

The current Presidency holder in the National Coordinators Group is Estonia (July 2025—June 2026).
Estonian Presidency of the National Coordinators Group (NCG) builds upon the work carried out by previous presidencies concerning the update of the Action Plan, with the objective of effectively finalising this process.
The overarching goal is to ensure a smooth start of the implementation phase immediately following the approval of the updated Action Plan, which will support the achievement of the Strategy`s three overall objectives: “Save the Sea”, “Connect the Region” and “Increase Prosperity”.
Given the security environment in the Baltic Sea region, particular emphasis will be placed on resilience and sustainability, strengthened cooperation across policy areas is a critical factor in supporting these objectives.
Furthermore, ensuring increased Ukrainian involvement in relevant actions and projects remains a key priority. The Presidency also places strong emphasis on effective governance and the external communication of the Strategy.
The current order of the upcoming Presidencies until 2030 is the following:
